I'm a little confused about Arthur's motivations, but otherwise this is looking really interesting.

So is Arthur trying to use fear to keep magic users in line (or the right way as you put it) instead of banning it out right? Like, 'for the greater good' idea?

Arthur's ideas and motivations should get clearer as some of the background is revealed and as more parts are written from his perspective. Because this story is written purposely out of order, there's going to be stuff that isn't going to make sense for a while. With any luck, though, I'll successfully answer everything eventually. :)
