Poor things. Living in such a big, prosperous and free country... and now they'll have to live in the *GASP* suburbs?! The world is such a cruel place.
"And many people are panicking that there's nowhere to live for the time it'll take to build them new blocks." - of course not. It was never supposed and nobody even thinks about the situation when you have to leave your existing flat before new one is built.
Actual discomfort is that new flat will be not quite in the same place and, possibly, in a cheaper part of Moscow (though Sobyanin declares that new flat will be in the same part of town and at least not smaller, and in real situations new flats are always bigger).
