I think it's a very good question... one which has been asked many times about our own welfare system... and it seems like most people don't really pay enough attention to it. It's given lip service but no one really tries to solve it. It's like raising kids... are you going to solve all of their problems, or teach them how to do it themselves. Granted, there are problems that they need help solving, but even then, learning is a crucial element.
