Personality: Letty Whiterock is a youkai of winter, so her friendship among humans is rightfully listed as 'low'. Due to specifically just being around her as a human is difficult because of her habit to lower the temperature of the area she's in as well as due to the fact she's a youkai. It can also be assumed easily, like other youkai usually do, she sees humans as beings beneath her. Not to mention, she also is said to appear cold to any human she meets -- which could be interpreted in two ways. One way could be that however she acts, she will seem cruel through a human's eyes and the other can be interpreted literally. Lastly, she is noted for attacking humans -- as youkai are prone to do such -- which may also be another reason why as to her low friendship level among them.
Among things else, such as enjoying the cold, she appears to have a playful nature to her as well. Such as when being interviewed, she states she was only 'teasing' a human...who happened to be Reimu. Never-mind the fact that she is said to also play 'tricks' on humans.
She did not attack Reimu seriously during PCB as she knew that spring was coming and even as much as she probably wanted to prolong it she doesn't bother trying to stop the inevitable.
Like a youkai, she has her pride. So, when being compared to a certain fairy we all know and love that is in a similar domain she is most certainly displeased. After all, it can be quite insulting when you're said to be like a fairy but know you're otherwise.
Letty also exhibits what one can call arrogance. During her interview, she proceeds to call herself a 'great youkai who has existed naturally' and refers to fairies as 'minor' abnormalities in nature. It not only shows her confidence in her existence and abilities, but also perhaps a bit of her overconfidence as well.
...Still, she appears to be readily cheerful in her disposition -- even if the person she's speaking to is a human.
Abilities: Letty Whiterock is an 'yuki-onna' type of youkai, and naturally this means she has control over cold. Alongside with that are the typical traits/abilities a youkai would have (i.e, faster regeneration abilities than a human and such). Then, there are, of course, her danmaku spell cards.
