Strange. You'd think most men would find the idea of a naked woman next door erotic or at least exciting. Sounds like although he might have children, he needs to get laid more...

I'm pretty sure she could counteract and get him done for invasion of privacy laws or something, especially if she's not necessarily on full view of the public.

it was in the first line surely, maybe his problem was that she wasn't particularly attractive though probably irrelevant, its wales and he could be chapel. Kids aren't known to be good for a sex life due to parents lacking privacy (amusing under the circumstances) and being too tired often.
The news item suggests that she has been avoiding the rest of the neighborhood since and is moving away so i suspect wants to put this episode behind her.
