Ok, to make it complete, I think your costume needs bells, a funny hat, and some sort of instrument. Maybe a fife or something.

the cowl actually is a hat with a tail, he just doesn't have it pulled up in the picture. He has bells along the bottom of his right pantleg, and on the tail of the cowl.
