I hope morale is low enough within the military and especially within the CIA that no one will even bother requesting the order be put in writing. They just won't try very hard at torturing. That way they're not actually disobeying orders, but they're also not committing war crimes or crimes against humanity. It's the employment version of passive resistance.

Personally, if I was a designated torturer, I would want the torture order and my refusal to torture in writing and documented through disciplinary action. I don't think the courts of the not-too-distant future will be very kind to the torturers.
