i know! it's freaking ridiculous. you can drive after 9 when you're 18 if you haven't taken driver's ed, or you can drive after 9 if you're 17 and you have taken it. the shittiest part is, though, that I did take driver's ed. But i took it through AAA instead of a school program, so it doesn't count towards your night license at 17. it's crappy :(
