Earth's Atmosphere, General Oxygen Requirements and Tolerances of Humans

(this is a repost)

For the record, Earth's general atmospheric composition (up to about 25km above sea level) is:
78% Nitrogen
21% Oxygen
1% Argon
0-7% Water Vapor (this varies greatly)
and assorted trace gases including (but not limited to):
ozone, carbon dioxide, neon, helium, methane, and hydrogen.

It's an approximation that presumes someone is breathing air with that oxygen content. If a character has a big lungful of oxyegn-rich air, then this would take effect once he/she ran out of breath and started to breath the 4-6% stuff.

I wonder how much VOG affects all this? Having just come back from a week in Hawaii breathing the stuff, and having massive asthma issues...
