Ha! Must be, though I don't have much comparison; I only just started watching during Moffat's era, though I have gone back and seen RTD's era, just not the Confidentials and interviews and sucb.

I saw the Confidentials like... three years ago and I can't really remember much. RTD was super excited about Forest of the Dead, I think, so almost-wax-lyrical-by-mistake may be their Thing.
