Minority preference for hire policies

Why are Minority preference for hire policies nationalized and not based on a state by state level? I was curious to see what the offical US cencus numbers had to say about who really is the minority in dallas, texas and lo and behold guess what I found. White people are the majority but, guess who's all counted in the white people number, everyone

A shocking new census taken last year shows that 100% of the population of Dallas bleeds red.

Frankly, I think everyone needs to knock this shit off. Everyone. All it does is foment further tension between hereditary classes.

This supposed to be a great society of equality and freedom, yet we still reward people for their race or sexual orientation. Its just not right and it makes me realise how much of a beautiful lie we get spoonfed in public education.
