I don't know the answer to your question yet but as it happens, today Himemiya Neko will tattoo my arm. I'll ask Neko about healed, raised tattoos and tell you what she says.

I did ask Neko and she said this is just something that happens. Scar tissue under the tattoo and not a problem.

I have that issue from time to time and find that it is because I need to drink more water. I had read somewhere that your outlines on tattoos being raised is a sign of being slightly dehydrated, so try drinking more water and see if that helps!!

Happens to me when I get stressed or upset. Same with one of my friends when he gets upset or angry

I have a 12 year old tattoo that did that and it's still like that. It's nothing to REALLY worry about as it's just scar tissue. But the main problem is that the area was most likely overworked... gone over too many times.

I've read that Mederma (improves scar appearance) has helped some people with the scar tissue BUT ONLY if the tattoo has finished its healing process. You could risk infection or ruining the tattoo if you use it while it's still healing.
