They're improving - once upon a time they would have just closed the account and stolen the money outright. In fact, I thought they still did that.
Paypal is owned by ebay and they have their own charities - they probably do not want anything interfering with the money they make by charging people to donate to charity when sellers list on ebay.
I can remember when one of William Shatner's auctions got taken down because it said in the listing that the money was going to charity, and eBay was all "You can't use eBay for charity stuff. You have to use this separate auction site that we also own and run". So I'm just glad they dropped that policy.
