There's a professor at the University of British Columbia who is the leading expert on identifying psychopaths and he says the problem is that nobody wants to or can quite believe that anybody could be as without conscience/evil as these people are. He and his team actually did studies where they monitored/scanned the brain activity of a "normal" control group and of a group of identified psychopaths. There are actual organic differences in the two groups - psychopaths' brains don't "light up" and fire in the same areas in the same ways that "normal" people's do. Especially in the frontal lobe areas that control conscience and emotional responses to people. They have to mimic emotional responses, because they literally have no capacity to experience the things we take for granted - compassion, guilt, remorse, etc

That's the thing. These people are here - they're our neighbour, friend, associate. And they're getting away with dispicable things, because people can't believe they're capable of it.
Well, they are. And when you see them for what they are, you don't know whether horror or pity is uppermost.
