Just a quick notice, guys:

You can only claim mastery before getting all the cards if your pending cards have already been requested in either a prize claim that hasn't been answered yet (for instance, if icon_tournament prizes are late), or in another official post (Card Exchange, Cert, Event Card).

You can't claim masteries with pending cards if:

a) It's a choice card from an event badge (you need to have the mastery claimed BEFORE you can claim an event badge);
b) It's pending from a trade;
c) It's pending from a prize post that hasn't met the deadline for claiming that week yet.

That being said, from now on:

You can't claim an event badge for mastery of a deck without commenting in the appropriate deck post first. This DOES include first mastery. In other words, first comment in the deck post so your name can be added to the list of masters, THEN claim event badges.

There's a fair number of decks with first masters who never commented in the deck posts, and this can complicate things a bit since members have no means of knowing those decks already have masters.

Lastly, you CAN'T comment in deck posts if your mastery hasn't been answered yet, and thus you can't claim event badges unless the mastery has been answered. The timestamp on the mastery claim will be taken into consideration for first mastery claims, prize changes, and such. Avoid editing your mastery claims to not cause timestamp issues between the edit and the comment (since people could edit unanswered claims to add more decks).
