Alright, I hate to do this, but I need some help finding a fic. I'm just now getting back into this fandom, so it's probably a couple years old. From what I am able to conjure, it consisted of a very dominant 'Stephen' and a very submissive Jon. The only particular parts I can remember are when Stephen made Jon wear an extremely garish tie on air,

I think you're thinking of Sexuality by _lady_vanilla_. That link goes to Chapter 31 at her fic journal, which is friends locked. She's no longer active in the fandom but I think she still adds people to her insomniacures account if you leave a comment asking to be friended.
