The "enemy" of the problem was never really defined by the movement, whether it's the Uganda government, LRA (rebels), or an external entity (UN, USA, etc). But I think that's on purpose so as to avoid getting "too political" and get hijacked by either the looney left or radical right. The organization does well to avoid this. The child soldiers is a problem of the LRA, the inhuman conditions in the camps is the government's problem, but the Displace Me movement is meant to create awareness of the entire problem. As far as what's the best solution, I couldn't find an answer.
