History:
http://powerrangers.wikia.com/wiki/Ninja_StormPersonality: To put Dustin's personality bluntly, he's a people person. Overly cheerful, he's as friendly as someone can be saving the world. He is the "comic book geek" of the Wind Rangers, and was a fan of previous Rangers, who were considered urban legend, visible when they are first given morphers and he is the first to morph and (in turn) show Shane and Tori how to morph. He is somewhat naive and gullible as he has been used by one of Lothor's nieces Marah, but still retains his good natured outlook on life. Dustin has a bit of sympathy for Marah as they are both over looked by their colleagues and consider stupid by the others. Dustin actually will try to cheer up anyone down in the dumps, even if that person happens to be an enemy. He is very close to fellow Rangers Tori and Shane, having been childhood friends with both of them. Despite this, others tend to look down on him being a complete goofball and even a fool as stated by the Rangers' enemy Lothor. Dustin takes everything in stride however, and very few things bother him for very long. What he lacks in perspective or smarts, he makes up for it in heart. Dustin believes that most people are generally good and trustworthy, even if their previous actions might have you look otherwise he feels that there's good in almost everyone.
However if his trust is betrayed, Dustin has a tendancy to second guess himself particularly if his friends tend to doubt him. He also is very close to his father Jake, claiming that he taught him everything he knows about racing and motorcross. He also doesn't see anything wrong with using his own powers with helping non-Ranger friends such as his boss Kelly when they are in trouble. He firmly believes that his greatest ninja skill is his instinct. His bad side tends to rub off on the fact that he can be too trusting, which can backfire on him. He also likely has a problem with people never taking him seriously, but at his heart he's a kind hearted person who just tries to do the right thing.
Dustin even though most onlookers consider him too flakey or irresponsible to be dependable for anything, particularly as a Ranger he has the utmost faith in himself and the people who know him. Confidant without being cocky most times, Dustin is the kind of guy who's easy to warm up to. He describes himself as the 'mellow reflective dude' in the opening episode and even when faced with trouble or seeing someone else in trouble he's the first to help others no matter if it's a friend or a stranger regardless of the consequences. This can backfire on him frequently and often does as once Dustin stopped to help a passing couple with their car despite being told if they(Dustin, Tori and Shane) were late once more they'd be expelled from the Ninja Academy.
Because of Dustin's seemingly lack of responsibility his fellow Rangers tend to treat at arms length sometimes because he tends to trust those he should not be trusted. However Dustin always tries to do the right things, even if he can be very spontaneous and doesn't use his mind at first glance he will stick by his firends and those he cares for quite a long time.
Powers & Abilities: Dustin has a few abilities of note. He has been trained at the Wind Ninja Academy to have earth-based powers, primarily the ability to travel and attack underground as well as to shoot yellow energy from his hands. (which is concentrated Earth power, as far as I can tell) The latter ability doesn't appear to be too destructive as a fellow Ranger (or anyone with powers really) can easily counter it as it's not exactly subtle. However, to a non-powered this attack can extremely painful, likely capable of broken bones at the very least. Dustin, like all ninja academy students has a power called 'Ninja Streak' which allows him to move at blinding speeds alibeit in the form of a yellow streak across the landscape. It is a form of travel not a combat power, and he is able to do said power in and out of Ranger form.
While he does possess the morpher (aka a transformation device) for his Power Ranger abilities, the energy used to power of them was stolen so it's really just a wrist-mounted device that serves no real purpose. His other abilities probably will have to be toned (or removed) for the game's sake, but I'll leave that to the mods to decide how exactly that should be handled.

It had been only a few minutes since Dustin had woken up in Twinleaf Town, and already he was getting antsy. He hadn't seen anyone he recognized in the town: no Shane, Tori, Cam, Hunter or Blake. Not even any of the Dino Thunder Rangers. He was sure Cam or Tommy would have known what to do, but Dustin was pretty much lost. He wasn't exactly by himself though. A small tan hippo-like creature followed him after he had accidentally pushed a button on a small red and white ball, out she came. And once out she wouldn't stop following him...
So they decided to explore the area to see what was hidden. Dustin didn't want to go too far in case someone needed help, and Hippopotas was hesitant to leave Dustin's side anyway. She was forceful like that. “Hey little dudette. See anyone?” Hippopotas shrugged sadly as best she was able to, seeing as she didn’t have shoulders. “Hey it's okay! Maybe my buds just went ahead. This place kind of reminds me of a game I used to play a few years ago.” Almost immediately, her mood perked up.
“That's the way!” Dustin gave a small smile to Hippopotas, who returned said smile. The pair were two of a kind it looked like. “You know... You kind of remind me of my one friend: Kelly. How about it? Would you like me to call you that, instead?” Hippopotas answered by somehow jumping onto Dustin's dirty blonde head, but after doing so he fell backward on the ground . He didn't appear angry at reaction though, instead a smile was on his face. “Well, that settles that. Let's see if anyone can help us out, okay Kelly?” Kelly squealed in delight or as much as a hippo could anyway. Though they might have looked downright strange to outsiders, Dustin ignored any looks towards him and Kelly. After all, sometimes you just had to trust people. And that was what he was doing.

Okay, dudes this is really weird. This is no morpher, but at least I can talk to people on this thing. Hi, everyone! I'm Dustin. I hate to bug you guys but can someone tell me how I got here? The last thing I remember was that I was back at the Academy with my students and now I'm here... With this weird hippo thing...
Hippopotas!
Sorry about that, little dudette.
So if anyone can help out, it would be appreciated. Man, I really miss Cam at a time like this. He'd know what to do here. It's weird being without Shane and Tori and everyone else. Even without Sensei, it just feels weird. This seems so much like a game I used to play... Anyway dudes, I guess I'm stuck here for a while now.
Anything else?
Since Dustin is taken from sometime in 2004, he will have have some knowledge of Pokemon through the first three generations. (Kanto, Johto, and Hoenn Pokemon) As stated above he is an adverse comic reader so if any comic book characters are apped in game he likely might know things he shouldn't.
