Second Step:
Duplicate your base and drag it to the top.
Set to Soft Light 70%.

Third Step:
Make a selective coloring layer and use these settings;

Whites:
0,-26,-100,-63

Neutrals:
0,0,4,0

Fourth Step:
Make a new layer and fill it with #cccccc.
And set it to Colorburn 50%

Fifth Step:
Make another new layer and fill it with #e5e0cf.
And set it to Multiply 20%

Sixth Step:
Make a selective coloring layer and use these settings;

Reds:
-20,50,0,0

Yellows:
100,0,0,0

Seventh Step:
Make a new layer and fill it with #f1e6fe.
And set it to Colorburn 63%

Eighth Step:
Make a selective coloring layer and use these settings;

Reds:
-22,0,17,0

Yellows:
11,3,-40,-11

Neutrals:
6,-4,-8,0

Ninth Step:
Make a Hue/Saturation layer and use these settings;

Saturation: +27

Tenth Step:
Make a new layer and fill it with #6bb0c1.
And set it to Soft Light 68%

Eleventh Step:
Take This texture and set it to multiply.

Twelfth Step:
Make a Brightness/Contrast layer and use these Settings;

Brightness: -11
Contrast: +2

Thirteenth Step:
Duplicate your base and drag it to the top.
Set to Soft Light 70%.
