Driver in fatal accident suffered from dementia

Who: Ralph Parker, 93; Rudy, 52
What: Ralph Parker, suffering from dementia, ran into Rudy as he was crossing the street. He appeared not to have realized he had hit someone and drove with the injured man on the hood of his car for some three miles until he reached a toll both. A women who saw the accident and the severed leg still nearby called 9-1-1. Ralph's license was taken away but the question over the age and mental health of driving and what should be done to prevent this from happening again is still uncertain.
Where: 34th st. S. toward the Sunshine Skyway Bridge.
When: 8:30 PM the Wednesday before Oct 21, 2005.
Why: He was an older driver and was likely suffering from dementia or some other mental disorder since he seemed unaware of the fact that he had even hit someone.
