Friend's Dell is having weird problems.

My friend's Dell Latitude 0400 laptop has been having a strange problem since this morning that he can't seem to be able to fix. The computer will not power up. The power-up lights turn on and flicker for a few seconds, but they soon flicker out and the screen never boots. He's checked the battery and it's fine, and he's tried plugging it in, twice

It sounds like the internal power adapter is shot, and that's the sort of thing that can only be fixed with a new motherboard.
