I think the first one sounds more interesting. Feels like there is more to learn there than in the second one.

im not sure how much you covered in latin american studies last year, but the first seems like an awesome continuation and a chance for more depth. plus latin america is da bomb. i would take a course like it, but there is that whole reading and writing thing. and i am illiterate. so that wouldnt work. but you should take it. i will live vicariously through you. plus i am reading a spanish novel. Gabriel Garcia Marquez's El Amor en los tiempos de Colera. its tough, but i love it. it is my substitute for a spanish lit course.

I can't remember what your major is, but if it's IR/political science/anything like that, I would say you definitely need to take the second course (or something like it) at some point, particularly if it looks at the EU in addition to the United Nations. I took a class on non-state actors two semesters ago, and it was...a bit dull, frankly. But very, very useful and topical.

Do you know whether they've offered that second course or something similar in past semesters? If so, that probably means they'll offer it again eventually, so I'd say go with the first one for now - it sounds more interesting overall - and plan on taking the second one later.
