He's asking people to synchronize with 3pm Eastern (= seven pm GMT). If he'd written "3pm your local time", then people would be hitting the synch an hour apart per time zone.

So if everyone does this at 3pm Eastern Daylight Time, they will synchronize.

based on comments, there wasn't much response. based on the number of downloads of the carrier it was a little too successful :) i hit my bandwidth limit but that only happened after the desginated time... the bandwidth problem is fixed now so people may still download the carrier if they like ( ... )
