It'd be damn near impossible in America, at least, as the radio waves are regulated in such a way to make it pretty much illegal for anyone but the extremely wealthy to transmit over FM.
There are a lot of people who get shifts at college radio stations and do interesting things there. I mean, in terms of having your own transmitter, sure, but there are tons of people who have a weekly two hour radio show on some college station who might do interesting stuff like this.
To the OP, I suggest you look around at internet radio stations too. I realize it's not exactly the same format, but a lot of the mixing techniques will be similar, and there's a lot more variety in terms of what you're looking for.
In undergrad I was production manager and a DJ at the college radio station. Because my show was later in the week (Saturday nights, when most everyone was gearing up to go partying) I used to put together weird mixes to evoke certain things. Stuff like Underworld into Jynx into 3rd Bass with Orb or Exxos laid over top into recordings of C-64 chiptunes while I was reading H.P. Lovecraft underneath it all. Mostly I went for mindfucking while I was behind the boards.
Lately if I spin live, I've been using playlists that have songs linked together into thematic progressions as workings.
Have you ever considered net.radio, microbroadcasting, or seeding mojo'd up mixes around were you live?
I'm curious. What the heck are you talking about? The first thought that comes to mind is that you're meaning influencing radiowaves...but this is really getting me curious. If you don't mind explaining. What's "Burroughs' cutup technqiues"?
