What if I fill out a for prompt for, let's say "Allison" and "storm" - does it have to be gen and solely focused on her or could it be Allison/Scott or Allison/Lydia or any other pairing with Allison?

If you sign up with a character rather than a pairing, the fill should be gen and focus on the character, yes. :) This is mostly to encourage variety - otherwise somebody could feasibly create fifteen fills for one pairing, and there's not much challenge in that! :D
