It sounds like a supernumerary tooth to me. They are typically much smaller than normal teeth and often don't have fully developed roots which is why it would appear as if your tooth is growing an extra head if seen on an xray or in your mouth. Supernumerary teeth are also called "mesiodens" if they form in the mid-line of the face
