if it comes to it, giving exit directly to a family/person who understands that he's nuts, rambunctious and wild and appreciates that would be infinitely better than trying to cage him (metaphorically, not literally) or putting him to a pound. i know you don't wanna do that, though.
i'm sorry, but hitting a dog in the face with a torque wrench is absolutely uncalled for. i don't want you to have to give him up, but you need to get him away from those people before they really hurt him or try to poison him or something.
i had a dream last night that you were in, along with like everyone i've ever known in my life. we were all on a train and someone had stolen my chihuahua and i was trying to get her back.
that piece of randomness aside, i'm with low. if you give him up, you'll regret it. when i've been in this situation before, i've had friends or family keep my pets until my situation stabilized. i don't know how feasible that is for you...
what do you mean by people he perceives as "not supposed to be there?" is he aggressive to strangers or territorial? details!
Whatever you do, don't give up on him or give him permanently up because you will regret it. I had to give a dog up once and I still have nightmares about what his life was like after he was gone. : (

Do you have a crate for him that he can stay in with toys and such while you are out and about? It's not inhumane at all... it becomes his den and security center when you can't watch him.
