Well, not quite.

Read:
Solty Rei and Tsubasa have not yet been announced for release by Funimation.

Meaning that they may or maynot have the rights for it yet.

More likely than not they do, because if they're going around telling fansubbers to hault on their fansubbing, they're doing it because they acquired the rights to sub/dub it themselves. There'd be no other logical reason for them to be bothering anyone on it. They just had to spill the beans before making their official announcement.
