I found a couple of sites that may help you. AbilityPath is specifically aimed at parents of children with special needs, and they have some resources for parents of bullied children. Disaboom has a lot of resources for people with disabilities in general; I've linked you to the page on disabled children. Finally, there's some information here. If you scroll down to the bottom, there's some toolboxes and useful links.
Most states now have anti-bullying laws on the books. Also, if this happened at school, teachers and the school board may be able to help. (If they weren't involve in the bullying). I looked and found a couple of sites that may have some information for you: Special Education Advocates has some information if you click 'MI'. Below you'll find ones think are useful to you.

You might also contact the Michigan chapter of the Arc at arcmi.org; though they might not have someone directly on board, they can probably point you to someone. Also the Michigan Protection and Advocacy Service, mpas.org.
You don't say what the specific disability is... I am not from Michigan, so am only familiar, really, with what is available in my state. But I should think that, in every state, there is a department at the state level that has an advocacy branch. If it is advocacy in school you need, they should have someone at the state level who can attend meetings and advocate for your sister. Not knowing the structure of your service system, I would recommend starting with the Michigan Department of Community Health, as they surely know where to send you.
Wish I could do more... I'm a case manager in my state, but ignorant of what is available in yours.
