It's an old joke in Chicago. When you send someone to find an address on the east side, it's a brush off. Very few streets in the city have addresses east of the zero line.

As to what this guy thought he was doing, I have no idea. My guess is that drugs were involved.

I think the guy is just too stupid to accept fate. He should have bought a Jeep. Then again, I'd feel sorry for the Jeep.
