Why isn't there any command structure here? Or at least an oversight structure? I've just had to explain to one of our new arrivals, a Major General in the Egyptian Armed Forces, that there are four people here who could be considered to be in command, and the two who are invested in being in command have been butting heads at every opportunity.

Honestly, I can't give you a simple reason for it. There's no one leader everyone here will listen to - the one there was died around the time Jack and Romana both arrived. You've seen how divided loyalties are since then. I'm starting to regard the fact that no one's tried to kill anyone else down here as a minor miracle.

It seems fairly straightforward, to me - Captain Harkness oversees the civilian affairs and Romana oversees the angels and whatever politics they're invested in. Is there really that much contested territory?

Not until Romana starts drafting civilians because they're useful, which I'm certain she would have done before now if it weren't for Jack. There's also the matter of Romana taking offense to some of the people Jack and the Doctor choose to ally themselves with.
