If you cannot afford a room, the PokeCenter you are at may let you stay there free of charge.

I believe there are also temporary employment opportunities to be had there, if you wish to earn money.

Well I guess that explains why Tulio didn't have a coat and I had to lend him my jacket. [There is a subtle note of bragging in his tone there.]

Once before, but it was just a handful and it wasn't falling from the sky.

It's generally found falling from the sky, especially during the winter months. I would suggest trying to get used to it.
