I'm trying to decide if I should laugh at the absurdity of my present situation or cry at the waste that is so frequently a part of any company with a government protected monopoly

I worry that they're going to try charging you for the extra bins. Hey, it's better than the problem my friend in the UK is having with trash bins… people keep stealing hers, even though she has her house number spray painted onto them. Of course, the people who steal them don't even paint over the numbers, so she now has several bins herself. :)

I'm sure they won't try to charge, they'd have to show a request in order to charge anything for it.
