Background:
Penn has always been a bit of a misfit.
Born in a small village in a dimension dominated by pixies, his childhood was in theory a rather peaceful one. However his mother was eccentric even for a pixie, naming her only son a girl's name and not at all caring (maybe not even noticing) when her husband went out to get some groceries and never came back. This alone made their family a bit of the odd one in the village and it probably didn't help that Penn was far more fascinated with other worlds and dimensions than his studies or other aspects pixie life (possibly originating from a desire to escape his mother). Because of all that, his only real friend growing up was his cousin Mika who while better at her studies, still held a fascination for getting out of the village.
When Penn reached the age of eighteen, he finally decided to run away. He ended up teleporting to southern California (after getting lost a few times) after learning that Los Angeles was the one city in all the dimensions that barely raises an eyebrow at weird things.

Abilities:
Penn's strongest and most notable ability would be his ability to teleport. Pixies possess the ability to instantly teleport to any spot that they desire, however it is harder for them to be accurate if the location is unknown, if they have a poor sense of direction, they have difficulty channeling the power or if they are exhausted/tired. Unfortunately for Penn, he has both a poor sense of direction and troubles with channeling his powers so this quite often leads him to be inaccurate with where he lands quite often - especially when he is stressed.
On the bright side, he is capable of bringing items or people with him so long as he has physical contact with him. Though items that are much larger than him or stuck to another thing will not work and teleporting more one other person is extremely draining for him and cause him to be even less likely to be accurate with where he lands.
Also teleporting people across dimensions has the very likely side effect of memory loss or brain damage, but luckily since they are stuck in Paradisa, people don't have to worry about that :|b
Besides that, pixies have the capability to be really powerful at magic if they study and have talent. Unfortunately Penn...didn't and lacks talent. |D So he is pretty fail at using his own magic power and probably at best could do simple spells if the incantation is in front of him.
Like many non-humans in his verse, he could be considered difficult to kill. Simple things like stabbing him or shooting him won't work, something about pixie magic will simply fix up anything that would be considered fatal (though the rest has to be healed on it's own or by someone else's healing abilities and it still hurts like a bitch). Though he can still be killed by decapitation, suffocation, neck snapping, infection and weapons that are made out of nerf or similar safety-foam toys/weapons.
Outside his pixie abilities, he's a pretty decent fighter from fighting things while being on Earth. He knows several weapons such as short swords, crossbows, stakes and axes. He's also handy with a lighter. However he is no master and anyone with awesome fighting skills could probably beat him.
TL;DR: COULD'VE BEEN A TOTAL GODMOD IF HE'D BOTHERED TO STUDY OR PRACTICE BUT HE DIDN'T SO NOW HE'S TONS OF FAIL. LET THIS BE A LESSON ABOUT YOUR STUDIES IN SCHOOL GAIZ
Weaknesses:
NERF. You know those foam toys that you played with as kids? Yeah, Penn can't even touch them without getting burnt and getting hit with one in a vital organ is instant-death for him. SO DON'T LET HIM NEAR THE FRICKING DAYCARE DSFJKLSJKFDS.

He's...really short and average speed when he's not teleporting. So anyone with longer legs who is fit can probably out run him and it's easy to hold things over his head. His strength is pretty ordinary too for a five foot man, which means IT'S NOT GREAT. He can swing a short sword but god if you give him a broadsword he'd be lucky to get a swing without falling over.
