For what it's worth, I'm uptight as all fuck about situations like that, and I'd probably read the eyebrow wiggle as charming and a bit silly.

Gah! I know exactly what you mean! Being in management, you aren't allowed to do anything that could be construed as sexual harasment in any form. This includes said eyebrow raising. I think I might need to take a stapler to mine one of these days.....(Damn cute women on crew!)

Could be worse. Nothing says "uncomfortable situation" like involuntarily shooting blood out of your eyes and temporarily expelling your internal organs.
