Amos Diggory and his wife had another child after Cedric died. Cecil is Cedric's brother (or would have been if Cedric had lived.) wizards live a long time so having a baby in their forties and fifties isn't that big a deal.

oh my gat. wow. but menopause. wow. I would imagine the senior diggorys to be quite old but oh well. thanks for clearing up the confusion.
