Since this girl who is annoying you is probably just some random girl you'll never see again past Japan- you should just tell her off. If she's getting on your nerves, she might be doing it on purpose or she might not know it. Maybe try telling her off in a nice way and then if that doesn't work, try something else.

When 2 of my friends wanted to get rid of this annoying girl, they just completely ignored her. They'd say they'd be places and then not show up. Mean, I know, but she got the message and left them alone. :/

Also, though, she might be homesick- therefore lonely and that's why she's being clingy. So I'd definitely try the nice way first. :x

ANYWAY. I still wish I was theeeeeeeere. I miss Japan like whoa. I was looking at the mountains the other day and the way the clouds/rain were covering them reminded me of Japan. ;_____;
