Ned had come to enjoy his IPD patrol quite a bit. It was an interesting route that did not take him so far from Summerfell the was overly worried that Rickon would destroy the place (or that Sansa or Arya would maim each other) in his absence; but it was far enough away that it became a pleasant walk for thinking. He liked the route so much that he often took extra turns at it in addition to the ones he took with Lieutenant Kennedy, as he was doing now.
Today's extra patrol was due to the fact that he wished to think without Benjen's disapproving glare and Lyanna's fury. He was angry that Benjen had taken it upon himself to reprimand Jon without knowing the full story, and he was angry with himself for being unsure if he had advised Jon properly (and by extension, Robb). He knew full well he would have given neither of them the advice he had were they back in Westeros (and not in a dream) - indeed, if Jon would have broken his vows while Ned were alive it would have been Ned's duty to put him to the sword. He also knew, however, that were they back in Westeros, this entire situation would not even be happening. So it was times like these when Ned questioned if he was doing what was right - right and wrong simply did not switch places by virtue of being in a different world.
The fact remained that they were not in Westeros and that Robb had issued a royal decree before coming here so that Jon might be released from his vows. It had been a smart move on Robb's part, given what he knew at the time. And as King in the North, Robb's decree overruled any objection that Benjen or even Ned himself might have.
Fortunately the route was long enough that it gave him some time to think about all this as he walked.
