Find a posh place like tony and guys that is looking for models, for the trainiee people to learn. Or find a local collage that does hair dressing courses as they always need models and you can get free hair cuts.

Hooray!!! I dyed my hair last night and indeed the ammonia must be exciting gypsy kept leaping all over the place like she does with mint - how bizzare!
Second Mr Road's suggestion. I used to go to Razor's Edge all the time and get my hair cut for a fiver :) If you're really lucky you can find some trainee who wants to learn colouring, and get super cheap highlights. That only happened to me once in 2 years though, bah.
Go in and ask if they need any models, and ask to be put on the books. Wait a bit and they phone you up.
