As far as I'm concerned, there isn't any difference between being most attracted to a female's breasts or her face. Both are physical attributes that she has no control over, so being attracted to one isn't any more or less "shallow" than being attracted to another. Actually, being most attracted to a woman's breasts/legs/ass is probably most natural, since it's instinctual to look for a partner with characteristics favorable for the process of reproducing. Note, however, that I'm not saying it isn't shallow to only be attracted to someone due to their physical characteristics - I'm just saying that it's a bit ridiculous to label a man as lacking depth for being attracted to the aforementioned body parts.
For me, there are a mix of qualities that I look for. If I don't already know the person, then I'm usually first drawn toward them based on their appearance - nothing specific really, just an overall attraction, something in which I can see a bit of character. After that, they need to hold my attention. This is the most important part for me, because I can be attracted to a hell of a lot of people, but I'm not going to waste a minute on you if you don't interest me.
...ok, I probably will since I have trouble meeting people in the first place (I hate being shy)... but still.
