What is the history of this woman?

Azula is a foe I and others of law enforcement have dealt with briefly in the past! She managed to evade our advances before when her powers finally returned to her.

She is highly dangerous, cable to use the power of elements against her foes.

Azula not impossible to defeat but we cannot do so if we lack the necessary equipment and weaponry.

This woman is insane and she'll do anything to provoke a ruckus.

Azula has escaped my custody in the past, she can easily do so again. We lack the proper faculties to hold this criminal behind bars, therefore we need to be more creative in how we deal with her and others like her.

We need a decent enough stronghold and method to keep her tame.
