I would be more thinking about its usefulness in a hydrogen powered car where you could just fill it up with water instead.

If you make the hydrogen before hand it's more efficient. Hydrogen is lighter and can be compressed where as water would take up a lot of volume and weigh down the car. You would also have to have a sufficient area of solar cells to collect enough sun to split the water at a fast enough speed to supply the engine with enough hydrogen to run. You would also need constant sunlight. It would have the same drawbacks as a solar powered electric car plus some extra.
