Romero actually started that idea in Day of the Dead and took it further in Land of the Dead. Day, though, was more commenting on scientist being idiots with their attempts to teach zombies leading to a smart zombie that kills them all. Land was just an attempt to make things more interesting.

Resident Evil: Extinction stole a bit from both with zombies that were made smarter but instead of feeling remorse or self awareness they just got more agressive.

Shaun of the Dead, though, did end with zombies as a labor force.
