I know of several vidders who prefer streaming sites only. I think, for many of them, it's more about being easy than protection. And YouTube is still the first, and only, place to go for most of them. Even though they have rejection after rejection on uploads. Seriously, my brain can't figure it out.
I worry that you will have a major headache trying to keep up with dead links if you allow public streaming site only videos what with the there-one-day-gone-the-next mentality.
And actually, the idea that YouTube or other streaming sites are protection from downloading is a myth. I can download any video I wish to from YouTube. I do it for any of the videos that I really like a lot and want to add to my archive when it's the only place it exists.
