It's for guys to put stuff on, like if they are carrying books or something or for thier cell phones. But I suppose decapitation shelf works.

wow thats strange... hmmmm mebbe they had a problem with people peeing on the wall so they put thingys so you couldnt get to close... that or what robin said.
