I think the most I've had on one drawing at a time is about 20 layers. I usually collapse layers as I work so I don't wind up with something that has 200 layers (I would get -SO- lost like that

It depends. I tend to use less than 20 layers, just because it slows down my computer SO MUCH if I use even that. Especially if I am working at the huge resolutions that I normally do.
But putting different colors on different layers is good for people who change their minds halfway through. That way, you can alter the clothes or skin tone or whatever without messing up the rest of the pic.
What I usually do is go by physical layers, like you would on your actual body. My lineart is always on top, except for things like eyeshines and other stuff that needs to go over the lineart. Then I usually have skin on the lowest layer, hair on top of that, and accessories and clothes on top of that. Then I'll usually make a mask layer for the shading and stuff for each.
When I use painter, though, I do the same basic thing, but I usually do the shading on the same layer.
I usually have a maximum of about 5 layers or so. All the layers I see as unnecessary (ie. only something small in them) I’ll merge them with another. Switching between layers is something I find time consuming and if I’m forced to do it a lot, I lose the flow of working on something. (I also tend to colour fast.)
It also depends on the type of image I’m doing. In Painter, I usually only have two to three layers at most and all are duplicates of the previous layer, so I have something to work back on and can still keep the feeling of painting on a surface with colours already on it, if that makes sense? (Painter often works in that way, if you don’t have paint already on the surface, sometimes the brush you’re using won’t look right. <3

I hardly ever do digital art but sometimes I draw line art for my website with my tablet, and I have gone on to 16-20 layers then, just for a momotone picture . It's easier to edit out the bits I don't like and not damage the bits I do for me if I have different bits on different layers. What's with these computers playing up with graphics programes though? Mine was new when I got it for my birthday in '98, but it runs the lastest paintshop fine.
Jebus, my computer is awesome but would crash like crazy rendering that much.
Layer for lineart, layer for character color (one each, if more than one character), maybe a few for the BG but typically just one. So, a three for a minimum with an extra one for text at the end for copywrite stuff, so four. I'd say my maximum had to have been... 80? But that was with the Mighty picture, each vector was all "RAWR I NEED MY OWN LAYER". Max for a regular drawing about 10, I fiddle faddle with BGs and text effects.
