We call that hazel - anything with a green and brown combination.
Yes, eye colour can change - and it's more than just the light you're in - the actual eye colour changes. Mine, which are normally a blue-grey will run the spectrum from blue to grey - I've had more than enough comments over the years to confirm this.
I also married a guy with lovely Scottish blue eyes - now over 20 years later they are most light grey.
I believe hazel eyes can change quite a bit, because the brown part is linked to problems with digestion/metabolism, and as things change the brown colour increases/decreases in both size and shade.
