The Finland story is actually an urban legend.

In 1977, the youth board in Helsinki decided to stop supplying youth centres with Lee comics. They wanted to cut costs and didn't feel that the comics were very beneficial. Next year, when the board's chair ran for parliament, his opponents labelled him as "the man who banned Lee" and the story grew from there.

Lee's lack of pants did not influence the decision.
