Don't forget the infamous "amplification equipment operator license" required to DJ there.
September 11th and the cabaret laws really hurt NYC's music scene. The officials work against it as well. One friend of mine was fined for DJing at a venue without an "amplification equipment operator permit". Another friend was spinning at a club when, at 2am, the fire marshall came in to "inspect the fire sprinklers". The firemen cleared everyone off the dance floor so they could bring in their ladder.
Look at CBGB even. No one in the big apple seems to notice that nearly everything musically good is coming from either the west coast or from overseas. The city has no passion anymore. Shit, they are jocking our music, we can't get away from reggaeton and favela crap and they can't get enough.
