Is there any form of authority which takes responsibility for wanderer health, welfare and justice?

Unless someone just hasn't bothered to tell me about it... no. There's just us - Torchwood. I don't suppose this would have anything to do with the incident in the Tower last night?

It would.

There's a young woman whose native ability alters probability. Last night she was temporarily exposed to enough power to alter fundamental elements of the existing timeline. While perhaps in an altered state, she succeeded in the erasure of several lives before she was stopped.

Her power has been curtailed, but at the cost of several sectors of her memory and identity.

This is an issue which requires arbitration which I believe to be outside my own authority.

Yeah, the archangels have been kinda... Staying out of everything Wanderer-related after Romana, unless there were unruly demons involved. Figured it was the comfortable thing to do.

But if we need to set somethin' up, I know people in CPD who know people at the DA's, if that'll help. Could put out a call for wanderers who have some law experience too.

Perhaps it would be prudent. Without some system of law, some central authority, I imagine that issues regarding Wanderers will begin to arise and compound themselves, soon beyond anyone's capacity to address in a way which will lend itself to increased stability. Intentional or not, there is a society of sometimes powerful persons who exist, by and large, unpoliced and without legal recourse, a system of regulation, or a system of justice.

It seems... untenable.

Yeah. The vigilante thing that seems to be goin' on now only works for so long before someone winds up getting hurt or killed over a misunderstanding.
